RuneScape is the best online game without a download imo and technically it's free.

QUAKE LIVE! only it DOES require one tiny little plugin which takes second to download... and if you don't like shooters you won't like it either...

For other online games (not shooters) there's AdventureQuest, AQ Worlds or Runescape, there's also huge numbers of text-based game, the best imo being OGame and Kingdom of Loathing. The bad thing is there's not many good free online games that aren't downloads, there are loads of flash-based games but they're constantly not as big as the proper MMOs, otherwise, I'd just tell you to go on Kongregate, Newgrounds or Armor Games and browse their games

Nah really runescape is the best, it has the most players and is the easiest to learn and play (click ten seconds later click hit click click click...) but its simplicity is still very nice. I have a friend with 99 strength and another with 94 hunt, another is like lvl 134 or something (maybe 120?) but they get to do the best stuff :P

Quake Live. Definitely. Seriously, it's like the GREATEST browser game with the best graphics I've seen in any browser game, and the FPS gameplay is like no other. It's hard to describe, go try it, it only requires a TEENY plugin.

As for MMORPGs, Runescape, purely because of the vast amount of things you can do.

Well, I don't know any other than Runescape, and it kinda took my mmo virginity so I'd say it's the best free to play with no downloading.
