First of all: DAYUM! you need to clean your desktop (no offense...)
Secondly: IcoFX is very good and very simple,kinda useful (I created about 100 icons with it). Unfortunately, one needs to buy it now, but you can use this link; that's a n older but free version

also here is a tip for anyone who uses big memory pictures and do not want to lower the quality of their picture:

Ever have a problem with minimizing your windows and you can still see part of them?

Well no problem! take your current background, copy it into normal "paint" program and save it as a bitmap image. Yep that default bitmap image that nobody really uses unless you are a nub. Now find where you saved the file and set it as your background. Voila! your background image is now less laggy and has the same quality as it did before
