So anybody can start one? I was just in a small one at GameOgre.com Free MMORPG Forums - Powered by vBulletin but got knocked out already

Yes anyone can start one but ogreman prefers that only one tournament is running at a time.

That is right. Only one at a time makes it easier. Would also be good if your best here when you make so other people have a better chance of finding it and joining.
