This is a new feature and apparently it needs some guidelines as they are seen and usually remain visible for a while:

1. The LoL Card in the shop should not be asked about and told about there. For one, the card says exactly what it is in the shop. Any talk about having to be royal ogre or how hard it is etc is false. It might not go to somebody who exploits the system and leaves, but it could go to somebody who stays apart of the community and busts their butt to get it. Remember effort > excuses. If you have to respond to this, point them to a thread with more info.
2. This should not be an area to complain about something at. If you need support, contact me or post in the appropriate thread for it.
3. All new forum members currently have this privilege, but, like Chat, it could go to New Ogres again.
