    You will be able to get it when it gets added to the game. What i have heard that it will be craftable with few different materials and you need to do few grindy quests for materials. This information came from unofficial AQ3D wiki and release date for it is still unknown. You can check this link for more information regarding to it.

    The original plan with the custom weapon designers was to also give them 10 codes for the personal versions to give to their friends as they see fit according to kickstarter. Luckily Enochi, and me, both have a slot reserved for Diov's Scythe for one of the ten codes. They haven't given the codes to the designers yet because they want to finish the rest of the weapons first. Dion and many other weapon designers have already reserved their slots for the codes through various methods until the date comes when they will receive them.
