    As someone who has obtained every very low drop item ingame I suggest you pick one of the items you want the most and just grind it till you get it. It may take days but I find it to be the best strategy.

    The 15th Anniversary Cape is my only perma-rare item. I don't know if the low-drop rate items I own, like the Unholy Vampiric Dagger, Aberrant Lycan Glaive, and O' TannenBush morph are considered rare.
