    His CD are pretty low.He has good damage ... I think he wont be useless even at higher lvl play..

    Vel Koz is very good at long range but at meele he is as good as dead also he is vulnerable to ganks because he cant defend himself and his ultimate can be easily interupted.Personaly i wouldnt buy him but the choice is yours
