    Jarvan and Wukong are good in theyr own way but they are really weak early in the game they need to go back after they picks up buffs and that makes them little bad i would say wukong is stronger if you build one damage item and than just tank items to make use of his passive but with jarvan you can go damage and tanky or straight up tank and still be usefull because of his hard cc.So it's all on your playstyle.
