Does anybody know what these are:)?

  2. An Arduino's pretty much a microcontroller circuit board used for simple computations. You can use it to build electronic projects like simple robots, LED-related projects, and sensors to very simple games. It is less complex to use than a Raspberry Pi, but it is, of course, for smaller projects unlike the Raspberry Pi which is a mini-computer. I find the Arduino to be pretty neat.

Found one on Amazon for about $10:). Also, Humble Bundle currently has books for that.

An Arduino by itself is pretty useless since you have just the microcontroller, and nothing else. If you're interested in at least playing around with one I'd recommend something more like Adafruit's starter or budget pack so that you have something to work with. I'd also recommend something like this Arduino+breadboard holder to start you out so you don't have to worry about things being loose as you're trying to learn. It's a fun little device, and there's a lot you can do with it.
