Like others have said, it really depends on what you call an "Online RPG." Would you lump MMORPGs in under that umbrella, or wouldn't you? I personally agree with awesomedrako's post on the first page. MMORPGs are still technically online RPGs, just much larger than traditional RPGs used to be. As for smaller RPGs, they're not necessarily dying, but I think they're being eclipsed by the bigger-name titles out there. They still exist but they have a smaller, more dedicated fanbase than a large MMORPG might. Take MUDs/MUSHes, for example. Those are far from mainstream these days in most gaming communities, but that doesn't mean they're gone. So, I don't think online RPGs are dying out. Quite the contrary.
