    It's gives you an idea, it's not perfect. Nothing can be perfect as there are just too many possible combinations of hardware. If it says it can't run then it's likely the game will run at lower settings and below 60FPS. It can also say it doesn't run if detects something wrong or say you're running XP but the game only officially supports 7+.

    Indeed, Watch Dogs recommends a minimum of 6GB of RAM so your starting in a hole. CPU and GPU is needed to know for sure but I'm pretty sure if you had the hardware to run it you wouldn't have 4gb of ram, the game is very resource intensive.

    Also want to add that Watch Dogs on PC is very buggy with a lot of technical issues, it's not a good port at least at the moment.
