Game Maker is a free tool that is meant to be easy to learn and use (at least, it was for me to learn), for use to make mostly 2D offline games. Fully 3D (as in the world can be turned around, and you can see multiple sides of characters etc.) and multiplayer games are possible with GM, but you'll need to buy the pro version for these.
technically speaking that's called scripting, programming is different
@ webber it depends on how big game you want it to be and how good you are at logic
I know, I tried to word it so that I wouldn't call them programming directly.
I just made a new blog explaining a way to get a more realistic combat system for your game.
