    Hey, is it okay if I wait for the other person to play before I do my last play?

    For example:
    Player A has played once
    Player B has played none

    is it ok for player A to wait for play B to play their first game?

    Yup, just make sure you play at least one like your doing so you don't get kicked for inactivity.
