    I honestly can't decide.. Would be good if you would have an option where it said that they are just as important like the other option. Map designs are really important.. If you just got wonderful characters, but really bad maps I wouldn't play it. No one would probably. If the maps are too bad then they aren't playable for me. If characters are too bad made, it would be hard to play the game. Just my opinion.

    I would say character design is the most important, because the character is the focal point in the game. The character is supposed to be you, the player. Role-playing is what makes an MMORPG great. Map design isn't as important as character design, but it still is important.
