    Viktor is out of meta right now but he is really strong i don't know why people don't play him. Annie have incredible ulty and plus if she have CC on it. She can easy farm with her Q which don't take mana from her if she kills minion.
    So annie is better "For now"

    I don't play with neither of those 2, but when I play vs them annie is giving me more trouble then viktor. So I'd say that annie is stronger.
